Description: An MS4 is a conveyance or system of conveyances (including roads with drainage systems, municipal streets, catch basins, curbs, gutters, ditches, manmade channels, or storm drains) that:is owned or operated by a state, city, town, village, or other public entity that discharges to surface waters of the State;is designed or used to collect or convey stormwater;is not a combined sewer; andis not part of a publicly owned wastewater treatment plant.The MS4 Drainage Areas represented in this data set include:areas served by separate storm sewers and separate stormwater outfalls owned or operated by the City of New York;areas served by separate storm sewers owned or operated by the City of New York that connect to combined sewer overflow pipes downstream of the regulator owned or operated by the City of New York; andareas where municipal operations and facilities drain by overland flow to surface waters of the StateThis data set includes drainage area ID, waterbody to which the area drains, and the pollutants of concern identified for that waterbody in Appendix 2 of SPDES Permit NY-0287890. Description: This data set is provided in connection with SPDES Permit NY-0287890 and contains Bluebelt best management practices (BMPs) for stormwater discharge located within the MS4 Area. The DEP Bluebelt Program restores, preserves, and enhances natural drainage corridors through a series of structural controls such as constructed wetlands, sand filters, and detention basins. Description: This data set was developed in connection with SPDES Permit NY-0287890 and contains known outfalls to which the New York City Municipal Separate Storm Sewer System (MS4) drains. An MS4 outfall is any point where a separate storm sewer system owned or operated by the City of New York discharges to Surface Waters of the State or to another MS4 (an MS4 owned or operated by another regulated entity). Outfalls include discharges from pipes, ditches, swales, and other points of concentrated flow. However, areas of non-concentrated (sheet) flow which drain to Surface Waters of the State or an MS4 owned or operated by an entity other than the City are not considered MS4 outfalls. This data set represents available GIS data as of August 1, 2020. This data set includes outfall ID, outfall type, waterbody to which the outfall drains, and the pollutants of concern identified for that waterbody. The boundaries for Surface Waters of the State are from a data set provided by NYSDEC (http://gis.ny.gov/gisdata/inventories/details.cfm?DSID=1117) and the pollutants of concern are from Appendix 2 of SPDES Permit NY-0287890. New York City has on-going efforts to map the MS4.
